The clock is ticking for older internal combustion engine (ICE) vehicles in the National Capital Region. In a move to combat the rising pollution levels that plague the city every winter, the government has reiterated the strict phase-out deadlines for petrol and diesel vehicles in Delhi-NCR.
If you own an older car or are planning to buy a pre-owned one, understanding these rules is crucial to avoid heavy fines or having your vehicle impounded.
The 10 and 15-Year Rule: What You Need to Know
The guidelines, backed by the National Green Tribunal (NGT) and the Supreme Court, are very clear about the lifespan of vehicles in Delhi:
- Diesel Vehicles: Cannot be operated or parked on public roads once they cross the 10-year mark.
- Petrol Vehicles: Have a slightly longer lifespan but must be taken off the road after 15 years.
This rule applies regardless of the vehicle’s condition or how well it has been maintained. Even if your car passes an emissions test perfectly, it is legally considered “end-of-life” once it hits these temporal milestones.
What Happens to Your “End-of-Life” Vehicle?
The Delhi government has intensified its drive to remove these vehicles from the streets. If an overaged vehicle is found parked in a public space or plying on the road:
- Immediate Scrapping: The vehicle can be seized and sent directly to an authorized scrapping facility.
- Hefty Fines: Owners face significant penalties for violating the NGT orders.
For those not ready to let go, the only legal way to keep the vehicle “alive” is to obtain a No Objection Certificate (NOC) from the RTO to transfer and re-register the vehicle in a state where these age restrictions do not apply. However, these NOCs are generally not issued for districts that are also identified as pollution hotspots.
The Shift Toward Greener Alternatives
This phase-out is a major push to accelerate the adoption of Electric Vehicles (EVs). To make the transition easier, the government has been offering various incentives under the Delhi EV Policy. Is Retrofitting an Option?
There is a provision for “EV Retrofitting,” where you can convert your existing petrol or diesel car into an electric one using government-approved kits. While this allows you to drive your old car beyond the 10/15-year limit, the high cost of conversion and limited range of current kits have kept this from becoming a mainstream solution so far.
